The Bishop City Council is scheduled to convene for its regular meeting on Monday, October 12, 2026, at 6:00 p.m. Members of the public can attend the meeting in person, watch online via the City of Bishop website, or tune in on local government cable channel 12. The agenda highlights include reports from city departments, a biannual update from the Northern Inyo Healthcare District, and discussions on grant awards and the disposal of surplus city equipment.

Councilmember Kong is slated to lead the Pledge of Allegiance at the start of the meeting. Following this, the Council will receive a proclamation declaring October 2025 as Domestic Violence Awareness Month in Bishop. Wild Iris Board Chairperson Aimee Hennarty is expected to accept this proclamation.

Department heads and their staff will provide updates on their respective activities. Fire Chief Bret Russell is scheduled to present the Fire Department Report, while Police Chief Nate Derr will deliver the Police Department Report. City Administrator Pam Foster will also provide the City Administrator Report.

An important item on the agenda for October 12, 2026, is the Northern Inyo Healthcare District (NIHD) Biannual Update Report. This report has been prepared and will be presented by Second District Supervisor Jeff Griffiths, in addition to Northern Inyo Healthcare District Chief Executive Officer Christian Wallis.

The Council will also address several items listed under the Consent Calendar. These items are considered routine by the City and will be acted upon with a single motion. Among them are the review and acceptance of the August 2026 Budget Report and the August 2026 Financial Reports. The Council is also set to consider declaring specific fire apparatus as surplus equipment, which includes Pierce Engine 1 Telesquirt, Ford Engine 8, and Kaiser Jeep Water Tender 12. If approved, staff will be authorized to proceed with the disposal of this equipment in accordance with existing City policy and procedures.

Further Consent Calendar items include the Fiscal Year 2026-27 Signage Repair & Removal Grant Program. The Council is asked to approve grant awards totaling $6,805 and to authorize staff to administer these grants according to the adopted program requirements. Staff has also recommended the organizational restructuring of the Community Services Department. This proposed restructuring aims to better align staffing responsibilities with the City’s current operational needs and priorities, and includes the reclassification of a Part Time Accounting Clerk I/II Position to a Full-Time Administrative/Accounting Assistant.

The public is encouraged to participate in the meeting. A dedicated time is set aside for public comment on matters not specifically listed on the agenda. Individuals recognized by the Mayor are requested to state their name and address for the record and limit their comments to three minutes. Under California law, the City Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the Council will listen to all public comments.

A notification at least 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility. Copies will also be provided at the meeting itself.
