It is noted that remote participation is provided for convenience only, and the Board of Supervisors reserves the right to conduct the meeting without remote access if the connection malfunctions for any reason.
A significant portion of the meeting will be dedicated to renewable energy matters. The Board plans to conduct a workshop to provide updates to both the Board and the community on the status of the proposed Bonanza Peak Solar Project. Following this workshop, Board members and the public will have the opportunity to review project documents, as detailed in the staff report and agenda packet, and offer comments.
Immediately after, the Board will conduct a public hearing on a proposed ordinance. This ordinance, titled “An Ordinance of the Inyo County Board of Supervisors Amending Section 21.20.020 of the Inyo County Code Pertaining to Renewable Energy Impact Determinations and Renewable Energy Permits with Regard to Development Standards,” will be presented. The Board will consider waiving further reading and enacting the said ordinance.
Another local matter concerns the Tecopa Hot Springs and Campground. The Board will review and potentially approve a revised rate structure for services at this facility. This proposal has been put forth by the Concessionaire, Flippin Happy Campers & Lance Hamrick LLC, and is slated for a ten-minute discussion, including a five-minute presentation. Lance Hamrick, Vanessa Hamrick, Bryan Flippin, and Kristine Flippin are associated with this item.
In efforts to enhance local connectivity, the Board will consider approving a letter of support for Inyo Networks, Inc., doing business as Onward. This letter would back their application to the California Public Utilities Commission’s California Advanced Services Fund (CASF) Broadband Infrastructure Grant Account. The grant aims to extend fiber-to-the-home service to the community of Aberdeen, a significant step toward improving broadband access in the area. County Administrator Abhilash Itharaju is noted in connection with this item.
Beyond these key discussions, the meeting will also include routine administrative actions and recognitions. The Clerk of the Board is expected to approve minutes from the special Board of Supervisors meeting of October 12, 2026, and the regular meeting of October 13, 2026.
Service to Inyo County will be acknowledged as the Board recognizes Shelley Scott for her 10 years of dedication. Additionally, Assistant Treasurer-Tax Collector Meghan O’Keefe will be formally introduced to attendees during the meeting.
The agenda also includes receiving updates from two crucial entities: the Southern Inyo Fire Protection District and Inyo County Public Works. These updates offer insights into ongoing operations and developments within these departments.
General public comments on subjects not included on the agenda will be accepted at designated times, with speakers limited to three minutes. The Board is prohibited from responding to or taking action on items not included on the agenda, in compliance with the Ralph M. Brown Act.
In accordance with the Americans with Disabilities Act, individuals requiring special assistance to participate in the meeting are encouraged to contact the Clerk of the Board at (760) 878-0373 at least 48 hours prior to the meeting. This notification allows the County to make reasonable arrangements to ensure accessibility.
